Treasurer/CFO, Andrew Geistfeld
Mr. Geistfeld joined the Upper Arlington City Schools as Treasurer/Chief Finance Officer in November 2005. Prior to joining Upper Arlington, he was the Treasurer of the Olentangy Local School District in Delaware County. Mr. Geistfeld has served in public school districts since 2001 in various capacities. Before working for public schools he worked in the private sector as a Senior Manager with the accounting firm, KPMG.
Throughout his time in education, Mr. Geistfeld has been committed to being a good steward of public funds. He is Past-President of the Ohio Association of School Business Officials and a member in the Government Finance Officers Association.
Mr. Geistfeld is a graduate of the Upper Arlington City Schools. He received a Master of Business Administration from Mount Vernon Nazarene University and a Bachelor of Science in Business Administration from The Ohio State University. He also is a certified public accountant.
2014-2015 School Year Marked Progress in Efficiency
As the 2014-2015 school year comes to a close, it’s a good time to reflect on the steps we have taken this year to address efficiency and sustainability in the district’s finances and operations.
In the fall of 2013, the district embarked on an Efficiency Project and committed to implementing efficiency measures that would improve its bottom line by $4.5 million by 2017. I’m pleased to report that we are nearly 80 percent of the way toward that goal. Several steps, most notably moving to a self-insured medical plan, have added up to approximately $3.6 million in efficiency measures. We will continue to work toward this goal. Another part of the Efficiency Project was the formation of a Productivity and Efficiency Work Team. This group of local business leaders took the time to dig deeply into our financial records and operating procedures. After its research phase, the team provided the Board of Education with a briefing paper that included recommendations for further efficiency efforts. That briefing paper became part of the foundational work for the district’s new strategic plan.
We have begun work in several of the team’s areas of recommendation. For example, we have implemented a new document management system that is designed to reduce paper waste and printing costs. We have implemented an online process for student registration and back-to-school forms, which both decreases paper waste and makes these processes more time-efficient for users.
Another notable step came in joint efforts between the district and its two associations, the Upper Arlington Education Association and the Ohio Association of Public Schools Employees Local 201. We negotiated new agreements with both groups within the last 18 months, finding ways to save the district more than $500,000 in insurance costs during the next several years. Salary schedule freezes are also helping us operate more efficiently. The payment structure in the new UAEA contract alone will save about $3 million compared to those being approved in other area districts.
The Productivity and Efficiency Work Team identified our aging facilities as its main area of concern when it came to the district’s long-term financial health. Team members strongly urged the district to engage the community in a full-scale master planning process for the buildings as soon as possible. We heard their concern and incorporated it as one of the action steps in the efficiency goal of our new strategic plan. The groundwork for that effort is underway, and the district will be looking for community participation and feedback beginning this fall.
